Qatar joins GCC extraordinary meeting on social development and disability benefits

The State of Qatar, represented by the Ministry of Social Development and Family, took part in the first extraordinary meeting of the Committee of Undersecretaries of Ministries of Social Affairs and Development in the Gulf Cooperation Council (GCC) countries. The session, convened via video conference, brought together senior officials to deliberate on pressing social development priorities across the region.

Qatar’s delegation was led by HE Khalifa bin Issa Al‑Kubaisi, Undersecretary of the Ministry of Social Development and Family. His participation underscored Qatar’s active role in shaping collective GCC strategies aimed at strengthening social welfare systems and advancing inclusive policies.

Central to the discussions was the activation of the Unified Package of Benefits for Persons with Disabilities in GCC countries, a framework endorsed during the eleventh ministerial meeting held in Kuwait last September. The extraordinary session focused on practical mechanisms for implementation, ensuring that commitments translate into tangible services for citizens across the Gulf.

The committee reviewed proposals for joint facilities and services designed to enhance the quality of life for persons with disabilities. These covered four key areas: identification and procedural facilitation services, mobility and infrastructure support, healthcare and airport accessibility, and community and digital inclusion initiatives. Officials emphasized that harmonizing these services across GCC states would strengthen regional cooperation and provide consistent support for individuals and families.

Qatar’s participation reflects its firm commitment to sustainable social development policies and its dedication to integrating persons with disabilities into society as active contributors. The Ministry highlighted that such initiatives align with the objectives of the Qatar National Vision 2030, which prioritizes inclusivity, empowerment, and equal opportunity as pillars of national progress.
